Member States and EU institutions, including the European Parliament
and the Commission should all give priority to the establishment of a European Union
Defense Organisation. On the basis of the conclusions of the Strategic Compass,studies
must start to define form, content and policies for EUDO. The Council should give the
green light for preparing this major project based on a concise description of EUDO.
