Some comments on the proposal of the European Commission for a regulation establishing the European Defence Industry Programme

The Commission’s proposal published on 5 March 2024 ‘establishing the EDIP and a framework of measures to ensure the timely availability and supply of defence equipment’ is rooted in the serious shortcomings of current defence procurement practices in Europe.

In the EU Strategic Guidelines, it is recognized that in the upcoming decades climate change will be a factor of instability and conflict around the world, which is already being felt today. It is expected that changes in weather patterns could exacerbate tensions, increase violence and generate additional humanitarian needs, as a result of the multiplication of extreme weather events and their impacts, affecting natural and historical heritage, but also and above all human.

Strengthen European defence – some perspectives

The aim of this paper is to suggest that existing instruments can be used to act quickly and effectively while benefiting from the impulses managed by the Commission itself. The paper also presents two perspectives on the juste retour and the common procurement of EU-owned defence equipment.
